摘　　要：自2021年下半年以来,河南省关于实施科教兴省战略推出了一系列新的重大举措,建立了主要领导抓创新的工作机制,在“双一流”大学建设上实现新跨越,实施科教兴省战略成效明显。但是,河南省实施科教兴省战略仍存在短板弱项,特别是科教人才资源不足、研发投入强度不够、经济社会发展活力欠佳,直接影响全省的高质量发展。高质量实施科教兴省战略,要完善科技创新体系,办好人民满意的教育,高质量实施创新驱动发展战略,打赢关键核心技术攻坚战,深入实施人才强省战略。研究结论认为,河南省正处在高质量实施科教兴省战略的黄金期,建立健全科技创新体系成效显著,但在实施科教兴省战略中人才资源不足是最突出的短板,河南省高质量实施科教兴省战略大有可为。Since the second half of 2021,Henan Province has launched a series of new major initiatives to implement the strategy of rejuvenating the province through science and education,and established a working mechanism for the main leaders of the provincial party committee and the provincial government to focus on innovation.The Henan Provincial Science and Technology Innovation Commission has held eight meetings continuously,formulated and launched a number of new policies to implement the strategy of rejuvenating the province through science and educa⁃tion,and has successively launched the construction of six laboratories in Henan Province,fur⁃ther strengthening basic research.The number of college students in Zhengzhou,the provincial capital,reached 1331600,ranking second among six cities with more than 1 million college stu⁃dents.The strategy of rejuvenating the province through science and education has achieved re⁃markable results,and rapid progress has been made in attracting high-end talents.Zhengzhou University,Henan University and Henan Academy of Sciences have all hired academicians as presidents or deans.Currently,a number of high-quality innovation achievements have emerged,and innovation-driven high-quality development has become the main theme of the whole soci⁃ety.However,there are still some weaknesses in the implementation of the strategy of rejuvenat⁃ing Henan Province through science and education,mainly due to the shortage of science and education talents,and the lack of high-end talents.The number of academicians of the Chinese Academy of Sciences and the National youth talents accounts for 1.0%and 0.3%respectively in the country,and the shortage of high-level young talents in waiting is prominent.The intensity of R&D investment in the province is relatively low,which is 1.96%in 2022,far below the national average of 2.55%.Due to the insufficient scientific and technological innovation ability,the vital⁃ity of economic and social development is not good,which directly affects the hig
