摘　　要：国家自创区是引领我国创新驱动发展的示范区和支撑高质量发展的先行区。激发其创新创造活力,对于新发展阶段进一步探索创新驱动发展的新模式、新路径,推动高质量发展意义重大。立足国家自创区创新发展实践,以郑洛新国家自创区为例,聚焦郑洛新国家自创区建设取得新突破、新成效,深入分析郑洛新国家自创区创新发展的重要实践探索,及其在创新要素布局、产业科技资源整合、创新主体培育和科技成果转化等方面所取得的进展与成效;同时着力于郑洛新国家自创区体制机制改革和管理模式创新,剖析郑洛新国家自创区在发展中存在的体制机制障碍与制约因素。最后,结合新时期国家高质量发展要求,紧紧围绕省、市关于深化自创区体制机制改革的部署,提出深化体制机制改革、促进国家自创区高质量发展的对策建议。National innovation zones are pioneers that lead Chinese innovation-driven and high-quality orientation development.Such zones could stimulate regional innovation and cre⁃ativity,further exploring"new models and paths"of innovation-driven development in the new stage.Doing so could implement the requirements of"improving the system of scientific and technological innovation and upholding the core position of innovation in China's overall mod⁃ernization drive"of the Report of the Party's Twenty National Congress.They are of great signifi⁃cance to promote high-quality development.Based on the advantages of the innovation and de⁃velopment practice of the national self-created Zone and the intensive scientific and technologi⁃cal innovation resources,we take Zhengluoxin National self-created Zone as an example to in⁃vestigate the construction methods to achieve new breakthroughs and achievements in the"14th Five-Year Plan"and in the future.Meanwhile,drawing on the system,the mechanism,and man⁃agement model innovation of Zhengluoxin National self-created Zone,we uncover the obstacles occqured and the internal driving force of innovation development.Finally,combined with the national requirements for high-quality development in the new era,this study centers on the pro⁃vincial and municipal arrangements for deepening the reform of systems and mechanisms of selfcreated areas.Also,we put forward some suggestions,including insisting on improving the tri⁃partite governance structure of"decision-making-implementation-supervision"and establish⁃ing a management mode of top-down linkage and horizontal coordination.From this,we suggest the government to establish a sound burden reduction and empowerment system to provide greater autonomy and decision-making power to the self-created area,implement the reforming and innovation policies,form a fault-tolerant mechanism to create a strong atmosphere of inno⁃vation and entrepreneurship,accelerate the transformation and application of scientific and tech⁃nologi
