韩国“安美经世”新外交:内涵、动因与影响

摘　　要：韩国政界和舆论界普遍认为,韩国外交基调已经从“安美经中”转变为“安美经世”。“安美经世”新外交体现了韩国对经济安全的担忧和对“战略模糊”外交的摒弃,其本质是“安美经益”,在实践中则表现为对“安美经美”的追求。从外部环境、特定事件以及国内因素三个维度对韩国新外交的转变动因进行探析,可以发现中韩经贸技术合作以及中韩关系发展在短期内因此而受到的消极影响。但是,“安美经世”外交的实践效用存在不确定性,无法对中韩关系长期发展的大局形成根本性影响。尽管如此,中国仍需采取措施予以应对。The tone of South Korean diplomacy is generally considered to have changed from“security by the US while economy by China”to“security by the US while economy by the world”in political circles and public opinion.The new diplomacy of“security by the US while economy by the world”reflects South Korea's concern for economic security and the abandonment of“strategic ambiguity”in diplomacy.The essence of the new diplomacy is“security by the US while economy by profit”,but in practice it is expressed in the pursuit of“security by the US and economy by the US”.This study examines the dynamics of Korea's new diplomacy in three dimensions:the external environment,specific events,and domestic factors.Sino-Korean economic,trade,and technical cooperation as well as the development of Sino-Korean relations will be negatively affected in the short and medium term as a result.However,there is uncertainty about the effectiveness of the diplomacy of“security by the US while economy by the world”in practice,and it will not have a fundamental impact on the long-term development of Sino-Korean relations.Nevertheless,China still needs to take measures to deal with it.
