摘　　要：自然资源资产国家所有权实现是自然资源资产产权制度改革中的一项重大研究课题,深入开展国家所有权的权利性质、权能设置和实现方式等研究对于落实全民所有自然资源资产所有者职责具有重要的理论意义和迫切的现实需求。以自然资源资产管理体制探索为研究目标,首先分析自然资源资产所有者权利与管理者权力的区别与联系;然后构建出以分级代理体制为核心,权责清单为手段的自然资源资产所有者权利管理框架;最后以海洋空间资源资产为例,对海域、无居民海岛资源资产所有者权利管理开展探索研究,构建出海洋资源资产权责清单,并对自然资源资产所有者权利管理做出进一步思考。The realization of state-owned natural resources assets is an important research topic in the reform of the property right system of natural resource assets.In-depth research on the natural resource asset management system is of great theoretical significance and urgent practical demand for fulfilling the responsibilities of state-owned natural resource assets.This paper takes state-owned natural resource asset owner responsibilities as the research object.Firstly,it sorted out the basic connotation of the attribute of right,the setting and realization of powers of state ownership,and analyzed the difference and relationship between the rights of owners and managers of natural resource assets.Secondly,it constructs a state-owned natural resource asset management framework with principal-agent mechanism as the core and resource list as the means.Finally,taking the assets of marine space resources as the research object,exploration and research were conducted on the management of the rights of owners of resources assets of sea areas and uninhabited islands.The ownership list of resources and assets of sea areas and uninhabited islands is constructed,and management difficulties and countermeasures are summarized.
