草原牧区家庭牧场灾害风险脆弱性实证分析——以苏尼特草原区为例

摘　　要：家庭牧场作为最容易受到自然灾害影响和损害的承载体,通过家庭牧场草原灾害风险评估在正确识别灾害风险的基础上,充分认知灾害风险,分析灾害造成的危害及损失,牧户主动选择适当有效的方法进行的风险决策与处置。对研究区域内110个家庭牧场进行了较为详细的灾害脆弱性分析,以期通过对家庭牧场风险评估,让牧户能够更加了解面临灾害风险的可能性与自身抵御风险能力的大小,从而能够决定风险最优处置策略。对草原牧区家庭牧场进行灾害风险评估,不仅为家庭牧场做好灾害风险管理奠定了基础,更重要的是地方政府能够根据分析结果做到“精准”防灾减灾,针对不同脆弱等级的牧户防灾减灾工作的侧重点不同,确定重点,差异化推进,不搞“一刀切”,做到风险防范与发展相融合,对全面提高草原牧区防灾减灾能力意义重大。As the bearer most vulnerable to the impact and damage of natural disasters,family ranches fully recognize disaster risks,analyze the hazards and losses caused by disasters,and actively select appropriate and effective methods for risk decision-making and disposal through the risk assessment of family ranches and grassland disasters,on the basis of correctly identifying disaster risks.In this paper,a detailed disaster vulnerability analysis is carried out on 110 family farms in the study area,in order to enable herders to better understand the possibility of facing disaster risks and their own risk resilience through the risk assessment of family pastures,so as to determine the optimal risk disposal strategy.The disaster risk assessment of family ranches in grassland pastoral areas not only lays the foundation for family ranches to do a good job in disaster risk management,but more importantly,local governments can achieve“accurate”disaster prevention and mitigation according to the analysis results,and the focus of disaster prevention and reduction work for herdsmen of different levels of vulnerability is different,determine the key points,promote them differently,do not engage in“one-size-fits-all”,and achieve the integration of risk prevention and development,which is of great significance to comprehensively improve the disaster prevention and reduction capabilities of grassland pastoral areas.
