摘　　要：为了有效提高云南省水利信息化水平,进一步增强处置和应对突发灾情的能力,云南省开发建设了一套防汛巡查平台。本文从系统建设原则、总体构架和具体功能等方面介绍了云南省防汛移动巡查平台的设计与实现,重点讨论了系统业务功能设计与实现方法。通过该系统的建设,提升了防汛工作中对现场巡查的险情、灾情等信息传输的准确性和时效性,为相关部门防汛决策提供了及时可靠的信息支撑,同时以移动手机为载体,实现了防汛巡查“制度管人、程序管事、量化考核”,有效提高了云南省的防洪巡查管理水平,最大限度地降低了洪水带来的损失。In order to effectively improve the level of water conservancy informatization in Yunnan Province and further enhance the ability to deal and cope with emergent disasters,the flood control inspection platform of Yunan Province is developed and constructed.This paper introduces the design and implementation of the mobile inspection platform for flood control in Yunnan Province from the aspects of system construction principle,overall framework and specific functions,and focuses on the design and implementation methods of the system business functions.Through the construction of this system,the accuracy and timeliness of information transmission of on-the-spot inspection of danger and disaster in flood control work have been improved,and timely and reliable information support has been provided for relevant departments to make decisions on flood control.Meanwhile,the mobile phone is used as the carrier to realize the“system management for people,program management for event and quantitative assessment”of flood control inspection,which has effectively improved the management level of flood control inspection in Yunnan Province and minimized the loss caused by floods.
