美印网络安全合作:外在转变、内生动力及矛盾增生

摘　　要：21世纪网络技术的蓬勃发展,不仅拓宽了各国经济领域的外延,同样也给国家安全提出了挑战。网络安全问题的频发使各国不断思考网络治理之路,制定网络安全战略,达成网络合作关系。为应对挑战,美印不断强化网络安全合作,以期促进技术能力、加强互鉴水平和提升战略互信。美印两国发展水平不同,但在20余年的网络安全合作过程中能够较好弥合分歧,照顾彼此关切,达成系列合作成果。但美印对彼此的较高期待与实际行动的落差、两国网络发展水平及战略基点的差异,造成合作矛盾增生。总体看,两国网络安全合作将会维持现有合作高度,其战略成效的深化将会受到多重因素的制约。While the rapid rise of cyber technology in the 21st century expands the reach of national economies around the world,it also introduces challenges for national security.The frequent occurrenceof cybersecurity issues prompts states continuously to contemplate possibilities for cyber security governance,roll out cybersecurity strategies,and establish relevant cooperative relationships.To meet these challenges,the U.S.and India have strengthened their cybersecurity cooperation with a view to promoting their technological capabilities,strengthening mutuallearning and enhancing strategic trust.Despite a significant developmental gap between the U.S.and India,the two countries have managed to overcome considerable differences,accommodate each other's concerns and achieve significant outcomes over the past 20 years of cybersecurity cooperation.While so,achievements have fallen short of the high expectations that both India and the United States maintain vis-a-vis the relationship.Gaps in the level of cyber technology development and in strategy across the two states have resulted in increasing incoherence for further cooperation.Overall,cybersecurity cooperation between the two countries will be maintained at the current level,with multi-level obstacles hindering strategic outcomes of the cooperation.
