和合行政观:中国特色政府行动原理之内核及其灵活性治理意涵

摘　　要：公共行政观源自约束条件下可治理性寻求的日常政府治理实践,而“可治理性寻求=确定性寻求+灵活性寻求”。理性行政观擅长确定性寻求,和合行政观则以灵活性寻求见长。和合行政观在本体论上强调关系本体性;在认识论上主张复杂范式、关联思维、辩证逻辑以及三分法;在价值论上强调和的逻辑、各得其所以及允执其中。在政府行动层面,和合行政观强调以“讲求度”“阴阳互补”“关联主义”以及“变通主义”为方法。融合理性与和合精神于一体的“理性-和合”行政观更符合中国国情,更有利于朝向兼顾确定性与灵活性的方向推进政府治理现代化。The public administration view derives from the everyday practice of governmental governance under constrained conditions of governability seeking,and The Governability Seeking=Certainty Seeking+Flexibility Seeking.The rationality-centred administrative view is known for certainty seeking,and the harmony--centred administrative view is good at flexibility seeking.The harmony-centred administrative view emphasizes relationship ontology,and it epistemologically advocates complex paradigms,correlative thinking,dialectical logic and trichotomy.W hile in terms of axiology,the logic of harmony,the doctrine of the mean is emphasized.The harmony-centred administrative view relies on the methodologies of"degree as method","Yin-yang complementarity","correlationism"and"Marginal adjustmentism".The administrative view,which integrates the epirit of rationality and harmony,in more in line with national conditione and in more conducive to promoting the Chinese modernization in the direction of balancing certainty and flexibility.
