摘　　要：作为整个国民经济发展的命脉,中国石油对外依存度连年攀升,至2019年中国原油进口量和石油对外依存度同时创历史新高,且还处上升态势,中国油企海外油气权益产量也已超过2亿吨油当量。海外油气开发项目建设直接影响中国油气行业的最终经济效益以及技术水平的提高,故提升海外油气开发项目建设的管理水平是当前一个重要的课题。文章介绍了海外典型油气开发项目PMC和监理一体化质量管理的实践。As the lifeblood of the development of the national economy,China’s oil dependence on foreign countries has been rising year after year.By 2019,China’s crude oil imports and oil dependence on foreign countries have both reached a record high and are still on the rise.The overseas oil and gas rights and interests output of Chinese oil and gas enterprises has exceeded 200 million tons of oil equivalent.The construction of overseas oil and gas development projects has a direct impact on the final economic benefits and the improvement of technical level of China’s oil and gas industry,so it is an important subject to improve the management level of overseas oil and gas development projects.This paper introduces the practice of integrated quality management of PMC and supervision for typical overseas oil and gas development projects.
