摘　　要：分析了实施机构与政府方出资代表责任界面、“真假业主”、投资控制、产权归属、退出机制、复合性人才等PPP项目全咨过程中的几个共性问题,以及采取的非普适性对策,以期为采取全过程工程咨询模式建设的PPP项目的顺利开展提供参考。The article analyzes several common issues in the whole process of PPP projects,such as the interface between implementation agencies and government funding representatives,"true and false owners",investment control,property ownership,exit mechanisms,and compound talents.It also discusses non-universal countermeasures taken,in order to provide references for the smooth implementation of PPP projects adopting an all-process engineering consulting model.
