石化工程项目工程量清单计价管理研究

摘　　要：目前国有投资项目大多数采用工程量清单模式招标。在工程量清单计价模式下,招标人提供工程量清单并承担“量”的风险,投标人根据企业自身技术实力、组织管理能力自主报价并承担“价”的风险,客观上有利于实现风险分担。在分析石化类建设项目工程量清单计价现状的基础上,结合石化项目的建设特点,就石化建设项目工程量清单计价常见问题及其成因进行分析,然后以某石化工程项目为例,着重就石化项目工程量清单计价编制、工程量清单模式下工程竣工结算及审核、工程量清单应用过程中的争议解决等作出阐释,以期为同业在开展类似项目的造价管理时提供参考。Currently,most state-owned investment projects adopt the bill of quantities mode for bidding.Under the bill of quantities pricing mode,the tenderee provides the bill of quantities and bears the risk of the quantity.The bidders independently quote and bear the risk of the price based on their own technical strength and organizational management ability,which is objectively conducive to achieving risk sharing.Based on the analysis of the current situation of bill of quantities pricing for petrochemical construction projects,combined with the construction characteristics of petrochemical projects,this paper analyzes the common problems and causes of bill of quantities pricing for petrochemical construction projects.Then,taking a petrochemical engineering project as an example,it focuses on the preparation of bill of quantities pricing for petrochemical projects,project completion settlement and review under the bill of quantities mode,and dispute resolution during the application of bill of quantities,with a view to providing reference for peers in conducting cost management for similar projects.
