我国地方政府互联网回应能力的影响因素与发展路径--基于32个重点城市的模糊集定性比较分析

摘　　要：有效回应人民的需求是政府管理应有之义,也是实现新时代目标、建设责任型政府的重要内容。在“互联网+”政务服务背景下,如何提升地方政府互联网回应能力成为地方政府的重要议题,探寻政府互联网回应能力的影响因素及生成机制对促进政府互联网服务的发展具有重要意义。选取我国32个重点城市作为研究对象,整合提出互联网回应能力分析框架,从制度、资源、环境三个维度选取六个条件变量对32个重点城市的互联网回应能力进行组态分析。研究发现,实现较高水平的互联网回应能力共有四种路径组合,均由制度-资源-环境三维度共同作用形成,但组态各维度条件变量之间存在一定的替代关系,府际竞争压力和技术资源是地方政府互联网回应能力提升中较为重要的变量。Effectively responding to people’s needs is the right thing to do in government management,and it is also an important element to achieve the goals of the new era and build a responsible government.In the context of"Internet+"government services,how to improve the Internet responsiveness of local governments has become an important issue for local governments,and it is important to explore the influencing factors and generation mechanism of government Internet responsiveness to promote the development of government Internet services.32 key cities in China are selected as research objects,and the analysis framework of Internet responsiveness is integrated and proposed.Six conditional variables are selected from three dimensions of system,resources and environment to analyze the Internet responsiveness of 32 key cities in groups.It is found that there are four combinations of paths to achieve a higher level of Internet responsiveness,all of which are formed by the joint action of the three dimensions of institution-resource-environment,but there are certain substitution relationships among the condition variables of each dimension of the grouping,and inter-governmental competitive pressure and technical resources are the more important variables in the improvement of Internet responsiveness of local governments.The findings reveal the mechanism of action and complex logic behind the enhancement of Internet responsiveness,and provide theoretical references and practical suggestions for promoting targeted enhancement of Internet responsiveness of local governments in China.
