民国治边中的中华民族共同体意识塑造——以《西陲宣化使公署月刊》为中心

摘　　要：民国时期政局危机重重,为固防边疆,国民政府采取怀柔示远的“治边”策略,向蒙藏民众进行宣化,以期达到边疆社会拥立中央的目的。在内忧外患的条件下,国民政府委任九世班禅曲吉尼玛为西陲宣化使,并于1935年成立西陲宣化使公署,随即刊发《西陲宣化使公署月刊》。作为公署的宣传刊物,月刊将宣传中央政令、宣慰边疆民众、团结民族关系、宣传抗战统一思想设为核心内容,从塑造民族身份、塑造共同政治立场的角度,深化和巩固边疆民众的“中华民族”身份,建构和加强边疆民众同仇敌忾的抗战思想。西陲宣化开拓了民国“治边”中对边疆民众塑造民族意识的思路和途径。这些举措客观上有效地沟通了中央与蒙藏民众的关系,促进了蒙藏社会的国家认同与中华民族共同体认同。The politic situation in the time of Republic of China was full of crises;to consolidate the border areas,the central government adopted the border areas governance strategy of embracing distant peoples by means of virtue,and conducted publicity and education to the Mongolians and Tibetans there so as to gain the support of border areas for the central government.Under the situation of domestic trouble and foreign invasion,the central government of Republic of China appointed the 9th Panchen Lama Choskyi Nyima as the representative of publicity and education,established the office of publicity and education in the western border areas in 1935,and immediately published The Monthly of Publicity and Education Office in the Western Border Areas.As the publicity journal of the very office,the Monthly mainly focused on publicizing central government decrees,conducting publicity and consoling to the people in border areas,promoting ethnic relationship,publicizing the ideas of the united front against Japanese aggression.From the perspective of shaping national identity and common political stand,the Monthly deepened and consolidated the identity of"the Chinese nation"among the people in border areas,constructed and strengthened the ideas of fighting against Japanese aggression with bitter hatred against the common enemy.The very publicity and education in the western border areas helped Republic of China expand the thinking and approaches to shape the sense of community for the Chinese nation among the people in border areas.This effectively improved the relationship between the central government and the Mongolians and Tibetans there,and promoted the national identity and the sense of community for the Chinese nation among the very people.
