金融综合改革试验区与创新型城市双试点的创新效应

摘　　要：基于中国263个地级市2005—2020年的平衡面板数据,采用渐进双重差分估计方法,以金融综合改革试验区与创新型城市双试点建设的逐步开展作为一项准自然实验,构建双向固定效应模型,实证研究双试点政策影响城市创新水平的净效应。研究表明,双试点政策的实施显著提升了城市创新水平,经过一系列稳健性检验后,该结论仍然成立。通过机制研究发现,产业结构升级发挥了一定的渠道效应,进一步分析得出,双试点建设比其中任一政策的单试点都更有效地促进了城市创新水平的提升,且双试点对东部地区城市、初始创新基础水平低的城市的创新水平提升效应更加显著。据此建议,为进一步优化政策效果,应强化创新相关政策间的协同联动,适时展开政策成效的科学评价及试点验收工作,推动产业结构合理化和高级化,结合城市差异性合理进行政策布局。Based on the balanced panel data of 263 prefecture-level cities in China from 2005 to 2020,this paper takes the gradual promotion of the comprehensive financial reform experimental zone and innovative cities as a quasinatural experiment, and builds a two way fixed effect model to empirically study the net effect of dual piloting on urban innovation level, using progressive double difference estimation method.The results show that: First, dual piloting of two policies has significantly improved urban innovation level, and after a series of robustness tests this conclusion is still valid.Second, mechanism research finds the upgrading of industrial structure has played a certain channel effect.Third, further analysis finds that dual piloting of two policies has more effectively promoted the improvement of urban innovation level than single piloting of either policy, and it has a more significant effect on cities in central and western China and cities with low initial innovation foundation.In order to further optimize the policy effect, it is necessary to strengthen the coordination and linkage between innovation related policies, timely carry out the scientific evaluation of policy effect and pilot acceptance, promote the rationalization and upgrading of the industrial structure, and rationally carry out the policy layout in combination with the urban differences.
