摘　　要：法治化营商环境的创建和运行需要发挥司法效能,统筹运用立法、司法、执法等法治手段解决相关案件。公安、司法机关联动办案机制是实现这一目标的重要保障。当前中国有些地方司法联动办案机制并不完善,仍然存在联动效率低下、程序衔接缺乏灵活性与及时性、案情进展信息不对称的情况,阻碍了司法效率与司法公正的实现。化解这些难题,建立法治化营商环境,需要完善公检法三机关之间的协调商讨机制,加强对民营企业的监管与保护,同时解决执行难的问题,共同筑牢法治化营商环境建设的“最后一公里”。The creation and operation of a legal business environment require the exercise of judicial efficiency,and the coordinated use of legislative,judicial,law enforcement and other legal means to solve relevant cases.The linkage mechanism between public security and judicial organs is an important guarantee for achieving this goal.At present,in some parts of China,the judicial linkage mechanism for handling cases is not perfect,and there are still situations of low linkage efficiency,lack of flexibility and timeliness in procedural connection,and asymmetric information on case progress,which hinder the realization of judicial efficiency and justice.To solve these problems and establish a legal business environment,it is necessary to improve the coordination and discussion mechanism between the public,procuratorial,and legal organs,strengthen the supervision and protection of private enterprises,and solve the problem of difficult execution,jointly building the“last mile”of the construction of a legal business environment.
