摘　　要：我国农村以畜禽养殖为主的养殖业规模不断扩大所带来的水污染等环境问题日益突出,这暴露出作为规范养殖行为、治理养殖业水污染有效途径的法律手段仍然存在着不足,相关法律制度的保障作用依然薄弱。为实现农村社会的可持续发展,通过对现行法律制度的研究和对现实防治困境的分析,发现其在立法、监管和公众参与方面存在的问题阻碍了农村水污染防治的进程。对此,通过转变立法理念、完备并细化农村养殖业水污染防治相关法律,健全监管制度,保障公众参与等的方式来防治农村养殖业产生的水污染,推动农村生态环境的优化、农村经济的发展和国家战略的落实。The problems of water pollution and other environmental problems caused by the increasing scale of livestock and poultry breeding in rural areas are becoming more and more serious,which exposed that there is still a shortage of legal means as an effective way to regulate the behavior of livestock breeding and control water pollution,and the protection function of related legal system is still weak.In order to realize the sustainable development of rural society,through the study of the current legal system and the analysis of the practical difficulties of prevention and control,it is found that the problems in legislation,supervision and public participation hinder the process of rural water pollution prevention and control.In this regard,by changing the legislative concept,completing and refining the relevant laws on the prevention and control of rural livestock and poultry water pollution,improving the regulatory system,ensuring public participation and other ways to prevent and control the water pollution in rural livestock and poultry,industry,promote the optimization of rural ecological environment,rural economic development and the implementation of the national strategy.
