国际货币体系中储备货币的特性考究——兼论人民币提升国际储备货币层级的进路

摘　　要：2016年人民币加入SDR货币篮子,具有了国际储备货币的身份标识,意味着人民币国际化已开启新征程。重新审视国际货币体系中储备货币,其特性有入篮要求“从无到有”,储备货币间具有“中心与外围”的从属关系,流动性与币值稳定性存在关联性,且凸显“金字塔”状的货币层级。人民币国际化不是一蹴而就的。因此,可立标于国际储备货币凸显的货币层级特性,在注重防范国际中心货币负外部性与“特里芬难题”的同时,稳慎开放我国的资本项目以衔接SDR入篮“标准”,同时立足人民币币值稳定性来扩张其流通范围,还需注重协调人民币币值稳定性与国际流动性之间的矛盾。唯其如此,方可提升人民币在国际储备货币中的层级,早日实现人民币的国际化。In 2016,RMB joined the SDR currency basket and has the identity of international reserve currency,which means that the internationalization of RMB has started a new journey.Reexamine the evolution track of reserve currency in the international monetary system.The characteristics of international reserve currency include:entering the basket requires"from nothing",the subordinate relationship between reserve currencies with"center and periphery",the correlation between the liquidity of reserve currency and the stability of currency value,and the reserve currency highlights the"pyramid"currency level.The internationalization of RMB is not achieved overnight.Therefore,we can mark the characteristics of the currency hierarchy highlighted by the international reserve currency.While paying attention to preventing the negative externalities of the international central currency and the"Triffin problem",we should expand the circulation scope of RMB with the stability of RMB value,steadily and prudently open China's capital account,connect the"standard"of SDR into the basket,and coordinate the contradiction between the stability of RMB value and international liquidity,So as to enhance the level of RMB in the international reserve currency.Only in this way can the internationalization of RMB be realized as soon as possible.
