摘　　要：政治压力深刻内嵌于中国的政治体制之中,如何理解政治压力及其传导逻辑是政治体制研究中的重要问题。本文通过案例分析巡察监督中所形成的传导路径、构建逻辑、巡察主体的行动以及被巡察单位的回应与策略发现,巡察监督中的压力传导路径在党内权威体系和职能部门的层级制与职能制共同作用下逐渐形成,多元协同的巡察格局在一定程度上打破了层级制的阻碍;被巡察单位面对政治压力会基于“风险-收益”的逻辑作出应对策略,其积极应对在体现激励性竞争内因的同时展现了其将压力转为势能的行动逻辑。此外,巡察监督压力传导还存在路径依赖、治理异化、沟通不畅、条块避责四个问题。因此本文提出净化政治生态、构建转换机制、建设参与平台、严查避责行为等策略以优化压力传导。Political pressure is deeply embedded in China’s political system.How to understand political pressure and its transmission logic is an important issue in the study of political system.Through the case analysis of the transmission path,construction logic,the action of the inspection subject and the response and strategy of the inspected unit,this paper finds that the pressure transmission path in the inspection and supervision is gradually formed under the joint action of the inner-party authority system and the hierarchical and functional system of the functional departments.The multi-coordinated patrol pattern has broken the obstacles of the hierarchy to a certain extent.In the face of political pressure,the inspected unit will make a response strategy based on the logic of‘risk-benefit’.Its positive response reflects the internal cause of incentive competition and shows its action logic of turning pressure into potential energy.There are still four problems in the pressure transmission of inspection supervision,such as path dependence,governance alienation,poor communication,and block avoidance.It also proposes to purify the political ecology,build a conversion mechanism,and build a participation platform,strict investigation of avoidance behavior and other strategies to optimize pressure transmission.
