区块链规制基层权力运行的内在机理与实施路径

摘　　要：基层治理是国家和社会解决“最后一公里”治理问题的关键和末梢。而规制小微权力的腐败是形成清正廉洁、井然有序、高效便民治理格局的重要前提,关系到国家治理体系和治理能力现代化建设的总体质量。然而,传统治理方式存在的信息孤岛、监管滞后、证据固定困难等问题,俨然阻碍了对小微权力的有效规制,使传统治理手段模式不得不诉诸先进技术。区块链作为信息技术革命中一项富有生产力潜能的技术,以去中心化、数据不可篡改等基本特征,呼应规制小微权力的核心诉求,能够有效促进信息实时共享、缓解信息不对称、确保基层政务信息真实可溯。鉴于此,本文以宏观腐败公式蕴含的自由裁量权、责任制、垄断权三大要素为基点,对微观腐败公式进行改进,揭示区块链规制小微权力的内在机理,并就其实施路径提供系统化的方案设计和制度建议。Grassroots governance is the key for the country and society to solve the“last mile”governance problem.The regulation of corruption in Small and micro power is an important prerequisite for the formation of a clean,orderly,efficient and convenient governance pattern,which is related to the overall quality of the modernization of the national governance system and governance capacity.However,the problems of isolated information,lagging supervision,and difficulty in fixing evidence in traditional governance methods seem to hinder the effective regulate of Small and micro power,making traditional governance methods and models have to resort to advanced technology.As a technology with productive potential in the information technology revolution,blockchain responds to the core demands of regulating Small and micro power with the basic functions of decentralization and information tamper-proofing,which can effectively promote the real-time sharing of information,alleviate information asymmetry and ensure that grassroots government information is truly traceable.In view of this,this paper improves the micro corruption formula based on the three elements of discretion,responsibility and monopoly contained in the macro corruption formula,reveals the internal mechanism of blockchain regulation of small and micro power,and provides systematic institutional suggestions on its implementation path.
