摘　　要：作为一种社会现象,腐败的滋生和蔓延必然受到文化因素的影响,尤其是官本位思想的桎梏、人情文化暗藏的寻租空间、监督文化的“淡漠”以及价值失范等因素皆会成为腐败滋生的土壤,严重阻滞反腐工作的深入开展。理念是行动的先导,唯有突破理念层面的束缚,才能有效推动反腐工作的开展。在此背景下,亟须打造文化反腐“第二战场”,释放其在腐败治理中的话语重构、“环境”构建、制度完善等现实作用,发挥其独特的思维理念和运行逻辑优势,推动构建预防教育工作体系、释放外部性监督效用、加强对“监督者”的监督、营造廉洁家风等现实工作的深入开展。但审视文化反腐工作的实然状况其深入性和有效性有待提升,仍须进一步加强廉洁教育工作,推动制度反腐和文化反腐有机结合,构建民众参与反腐工作机制,有效发挥文化反腐的“治本”效用,实现“不想腐”的工作目标。“Corruption”generally refers to a social phenomenon of political and social instability caused by improper work style and abuse of public power by some public officials.The breeding and spread of corruption are largely influenced by cultural factors,such as the shackling of official ideology,rent-seeking space hidden in human culture,“indifference”of supervision culture and value anomy.These factors hinder the in-depth development of anti-corruption work.Ideas are the forerunner of actions.Therefore,breaking the shackles of the ideological level helps to promote the anti-corruption work.In this context,it is urgent to build a“second World War”of cultural anti-corruption,so as to release its practical role in the governance of corruption such as discourse reconstruction,“environment”construction,system improvement,give full play to its unique thinking concept and operating logic advantages,promote the construction of prevention education work system,release externality monitoring utility,strengthen supervision over supervisors,create a clean family style and other practical work deeply.However,we can find that its depth and effectiveness still need to be improved from reviewed the actual situation of the cultural anti-corruption work.It is necessary to further strengthen the education work on incorruptible,promote the organic combination of institutional anti-corruption and cultural anti-corruption,construct the mechanism for the public to participate in the anti-corruption work,effectively play the“root”effect of the cultural anti-corruption,and achieve the goal of“avoiding corruption”.
