派驻纪检监察制度的优势与优化--基于省属高校实践的研究

摘　　要：派驻监察制度的设立有利于扩大国家监察的监督范围,延长国家监察的触手。省属高校派驻纪检监察制度是省属高校对国家监察体制改革的制度回应。以纪法衔接为依据,通过组织机构的合署办公和双重领导、人员构成的上级任命和提级赋权、监察范围的全面覆盖和重点监察相结合等方式,在省属高校建立起派驻纪检监察制度,实现了省属高校内部从同体监督向异体监督的转变。但省属高校派驻纪检监察制度的改革不应一拥而上地移植,后续应当通过外派任命和定期轮换进一步优化派驻队伍,通过单独派驻和综合派驻相结合的方式进行区域共建,通过内部细化监察体制实施章程自治,建立多元高校监察体系,提高高校监察工作的质量。The establishment of accredited supervision system is conducive to expanding the scope of national supervision and extending the tentacles of national supervision.The discipline inspection dispatched by provincial universities is an institutional response to the reform of national supervision system.Based on the connection between discipline and law,the discipline inspection and supervision system has been established in provincial universities by means of unified office and dual leadership of organizations,superior appointment and promotion empowerment in personnel composition,comprehensive coverage of supervision scope and combination of key points,etc.,which has realized the transformation of homogeneous supervision to heterogeneous supervision within provincial universities.However,the reform of discipline inspection and supervision in provincial universities should not be transplanted in a mass way,but further optimize the dispatch team through external appointment and regular rotation,carry out regional construction through the combination of separate dispatch and comprehensive dispatch,implement the autonomy of regulations through internal refinement of supervision methods,establish a diversified supervision system and improve the quality of supervision work in universities.
