基于白鹤滩电站外送的跨省跨区专项工程输电定价机制研究

摘　　要：跨省跨区专项工程是实现我国能源资源优化配置,促进清洁能源在更大范围内消纳的重要战略措施,价格核定也面临着更为复杂的边界条件。基于白鹤滩电站外送通道,梳理我国现行跨省跨区专项工程输电定价机制面临的问题,设计两部制输电定价机制,并结合白鹤滩-浙江±800 kV输电工程进行实例测算分析。算例分析表明,两部制的电价结构更能科学反映输电工程的成本构成,提高电网的利用效率,更科学地实现“合理补偿成本并获得合理利润”的原则。本文探索性地研究电力市场环境下的跨省跨区输电权机制。根据国家指令性计划或政府间框架送电协议、竞争性中长期电力市场交易、电力现货市场交易三类交易品种,设计三类输电权分配方式及其定价机制。Cross-provincial and cross-regional transmission lines are important strategic measures,to realize the optimal allocation of energy resources in my country,and promote the consumption of clean energy in a wider range,and its price verification also faces more complicated conditions.Based on the transmission channel of Bai-He-Tan hydropower station,this paper sorts out the problems faced by the current transmission pricing mechanism.Design a two-part transmission pricing mechanism,and conducts an example calculation and analysis based on the Baihetan-Zhejiang±800 kV transmission project.The two-part electricity price structure can more scientifically reflect the cost structure of power transmission projects,and more scientifically realize the principle of"reasonably compensate for costs and profits".This paper explores the cross-provincial and cross-regional transmission right mechanism in the electric market environment.According to the national plan or the transmission agreement,the competitive medium and long-term power market transactions,and the power spot market transactions,three types of transmission rights allocation methods and their pricing mechanisms are designed.
