摘  要:在中美竞争背景下,基于熵权TOPSIS法,从新技术应用能力、技术创新能力和技术资源获取能力3个方面建立两国科技实力评价模型。通过2017—2021年中美两国科技实力指数变化趋势的对比分析,得出结论:第一,中国科技实力增长快速,但与美国仍存在绝对差距;第二,中美两国新技术应用能力同步增加;第三,中国技术创新能力仍低于美国,但增长潜力较大;第四,中美两国在技术资源获取能力上的差距快速缩小。因此,提出中国应加速新技术普及与应用、解决技术瓶颈问题、构建公平开放的技术贸易规则等对策建议。Under the background of Sino-US competition based on the entropy weight Topsis method this paper establishes an evaluation model of scientific and technological strength from three aspects new technology application ability technological innovation ability and technical resource acquisition ability.By comparing the trends of the scientific and technological strength index of China and the United States from 2017 to 2021 the paper finds out that firstly China's scientific and technological strength has grown rapidly but there is still an absolute gap with the United States secondly the ability to apply technology has increased simultaneously thirdly China's technological innovation ability is still lower than that of the United States but its growth potential is relatively large fourthly China is rapidly narrowing the gap with the United States in terms of technological resource acquisition capabilities.Thus the paper proposes countermeasures and suggestions for China to accelerate the popularization and application of new technologies solve technical bottlenecks and build fair and open technology trade rules.
