基层公安机关外国人管理信息化建设实践探索——以宁波市镇海区为例

摘　　要：随着来华外国人不断融入经济社会活动,各类涉外不安定、不和谐因素急剧增加,为基层公安管理工作带来极大挑战,成为亟须解决的社会性问题。面对量大面广、严峻复杂的在华外国人管理形势,宁波市镇海区建设了“多维数据研判系统”,通过多维数据和移动终端的应用以及外国人管理服务资源建设,达到辖区外国人住宿登记更加精确、涉外案(事)件预警处置愈发及时、涉外管理服务质量大幅提升的良好效果。加强和改进基层公安机关外国人管理信息化建设,需要健全完善外国人综合管理服务信息系统,加快构建外国人信息数据共享机制,强化基层民警外国人管理信息化理念和建设基层公安机关外国人管理信息化专业队伍。With the social and economic integration of foreigners in China,all kinds of foreign-related destabilizing and disharmonious factors have increased sharply,which has brought great challenges to the public security authorities at primary level and became a social problem that needs to be solved.Facing complex and tough situation of managing such big number of foreigners covering a wide range of sectors in China,the authorities of Zhenhai district,Ningbo city has explored the construction of the“multidimensional data analysis system”which integrates multidimensional data and mobile terminal applications and foreigners management service resources.As a result,the accommodation registration of foreigners in the jurisdiction become more accurate,the early warning and disposal of foreign-related case become more timely and the quality of foreign-related management service is improved.To strengthen and improve the informationization construction on foreigner management of public security authorities at primary level,it is necessary to perfect the comprehensive information system of foreigner management service,accelerate the establishment of foreigner information data sharing mechanism,strengthen the concept of informationization on foreigner management of public security authorities at primary level and build a professional team of foreigner management.
