精准保障:从优待警视域下民警健康保障新模式

摘　　要：从优待警政策的主要目的之一是为了保障民警健康,保证公安队伍的战斗力,从而维护国家安全和社会经济的平稳发展。尽管国家已经制定了许多保障民警健康的政策,但仍有一些不足。通过文献计量的研究途径以及收集相关实践案例,发现民警健康保障的机遇与挑战,进而提出基于大数据支持的、依托“端口—平台—保障”的架构设想,构建新时代民警健康保障新模式,以实现“服务找人”、民警健康精准保障,进而助力新时代从优待警政策的完善与发展。s:One of the main purposes of the state’s policy of preferential treatment of police is to protect the health of the police,ensure the combat effectiveness of the public security team,thus maintaining national security and the stable development of society and economy.Although the state has put in place many policies to protect the health of the police,there are still some shortcomings.Therefore,a study was conducted with the use of bibliometrical method on the relevant practical cases collected.The results show the opportunities and challenges exist side by side.In this paper,a new framework based on the support of big data and the framework of“port-platform-guarantee”is proposed for the new era.This new model of police health protection,built up on the concept of“port-platform-security”is to achieve precise protection of police health with“services available for people”,in order to help the improvement and development of“preferential treatment of police”in the new era.
