犯罪隐语侦查情报应用的困境与对策

摘　　要：虽然犯罪隐语本质上是一种特殊的反侦查工具,但其破译后所发挥的导侦效能不容小觑。当前,犯罪隐语逐渐呈现出构词用语更加随意、语言时效性增强、地域性特征弱化等全新变化趋势,传统破译方法和侦查情报机制颇显被动,导致犯罪隐语情报资源浪费。因此,亟待转变情报观念,统筹优化侦查情报机制,从语料资源的搜集、情报渠道的拓展、情报人员的培养以及专业化信息库的构建上发力,才能有效破解困局,以期在挖掘犯罪隐语情报过程中掌握侦查主动权。Although criminal argot is a special anti-investigation tool in essence,its deciphering must be taken seriously for its effective role in guiding the investigation.At present,criminal argot gradually show a new trend of changes,such as more arbitrary word formation,increased time limit,and weakened regional characteristics.In the face of such changes,traditional deciphering methods and investigation intelligence mechanism are quite passive,resulting in the waste of such intelligence resource.Therefore,it is urgent to change the concept of intelligence,coordinate and optimize the investigation intelligence mechanism.Efforts should be made to collect corpus resources,expand intelligence channels,cultivate personnel quality,and construct a professional information platform,in order to effectively solve the current dilemma and take the investigation initiative in the process of extracting intelligence from criminal argot.
