摘  要:与常态化的治理模式不同,基层政府的风险治理行动具有紧迫性、公共性和政治性的特点。在这种治理行动中,基层政府既要化解风险本身,也要应对来自上级政府和社会舆论的压力。一旦丧失了风险治理的主体性,基层政府的风险治理行为不仅可能影响日常治理的进行,还往往会出现形式化治理、粗放治理等问题。从后果上看,即使风险能够得到一定程度的应对,却是以基层治理资源和社会成本的大量投入乃至社会体系的无法正常运转为代价。为此,面对现代社会中各种风险不断出现的形势,我国基层风险治理体系的改革必须同步推进,一个科学、有效并具有主体性的基层治理体系才是应对风险并确保国家长治久安的基础保障。Unlike normalized governance,the risk governance action of grassroots governments has the characteristics of urgency,publicity,and political nature.In this governance model,grassroots governments should not only resolve the risks themselves,but also deal with the pressure from superior government and public opinion.Once the subjectivity is lost,the risk governance behavior of grassroots governments may not only affect daily governance activities,but also lead to issues such as formal governance and extensive governance.Even if risks can be resolved,they are at the cost of consuming a large amount of social resources,even affecting the normal operation of society.Therefore,in the face of various risks in modern society,the reform of China's grassroots risk governance system must be promoted simultaneously.A scientific,effective,and subjective grassroots governance system is the basic guarantee for addressing risks and ensuring long-term stability of the country.
