摘　　要：新疆煤炭资源丰富,随着国家煤炭能源布局的调整和优化,新疆煤炭外运市场需求旺盛,但目前受制于铁路运输能力的限制,疆煤外运能力还没有充分释放。通过阐述疆煤外运的背景和铁路外运“一主两翼”的通道格局,从空敞车不足、车辆运用效率低、通道能力紧张、点线能力不匹配、大风天气影响等方面,指出目前疆煤外运铁路运输过程中存在的运输瓶颈,并针对性地提出强化外局排空力度、加强管内卸车组织、优化煤炭装车组织结构、建立西北循环运输体系、降低大风天气影响、提升外运通道能力、新建疆煤外运通道等疆煤外运铁路运输增量优化对策,从而消除疆煤外运过程中存在的短板,以提升铁路外运能力,实现新疆地区煤炭外运目标,满足外运市场煤炭需求。Xinjiang is rich in coal resources,and with the adjustment and optimization of the national coal energy layout,the market demand for Xinjiang coal outward transportation is strong.However,due to the limitations of railway transportation capacity,Xinjiang coal outward transportation capacity has not been fully released yet.By elaborating on the background of Xinjiang coal outward transportation and the channel pattern of“one main and two wings”in railway outward transportation,this paper pointed out the existing transportation bottlenecks in the transportation process of the current Xinjiang coal outward railway from the aspects of insufficient empty wagons,low vehicle utilization efficiency,strained channel capacity,mismatched point and line capacity,and the impacts of gale.Meanwhile,the corresponding optimization countermeasures for the transportation increment of Xinjiang coal outward railways were proposed,such as strengthening the external evacuation efforts and the organization of unloading in the pipeline,optimizing the organizational structure of coal loading,establishing a northwest circulation transportation system,reducing the impacts of the gale,enhancing the capacity of outward transportation channels,and building new Xinjiang coal outward transportation channels.On this basis,the drawbacks in the process of Xinjiang coal outward transportation can be eliminated to enhance the railway outward transportation capacity,achieve the goal of coal outward transportation in Xinjiang,and meet the coal demand in the outward transportation market.
