基于焦点管理循环理论降低医院科研项目延期结题率

摘　　要：针对医院科研项目普遍存在的重申请、轻实施、项目执行质量不高的问题,本文将FOCUS-PDCA焦点管理循环理论引入科研项目过程管理中,运用鱼骨图分析问题存在的根本原因并制定改善计划,细化科技项目执行过程中的管理事项,建立科研项目过程管理量化评价及提醒机制,完善整改项目中期管理工作机制,提升团队项目管理水平。该方法自2021年实行以来取得了显著效果,当年资助期满项目顺利结题,往年项目延期结题率大幅降低,在研项目经费使用率显著提升,管理人员团队建设取得显著成效。随着我国科研经费管理办法改革的不断深入,焦点管理循环理论将帮助医院科研管理部门在管理实践中不断改革创新管理方法,优化目标导向考核管理体系,探索创建项目管理新模式。Many hospital scientific research projects share common problems:bad implementation compared with good application and low execution quality.In this paper,we introduce FOCUS-PDCA theory into process management of hospital scientific research projects,using fishbone diagram to analyze the root causes of these problems and formulates improvement plans,refine the management focal points,establish a quantitative evaluation and reminder mechanism,improve the mid-term management mechanism,and improve the management level of team as a whole.This method has achieved remarkable results since its implementation in 2021.All the concluding projects in 2021 have been successfully completed,the number rate of delayed concluding project from previous years has been greatly reduced,the utilization rate of research funding has been significantly improved,and the team building of management personnel has achieved remarkable results.With our government deepening the reform of scientific research funding management methods,the FOCUS-PDCA theory will help the hospital scientific research management department to continuously reform and innovate management methods in daily practice,optimize the goal-oriented assessment management system,and create new project management models.
