摘　　要：人工智能伦理约束规则的建立,是人工智能意向性构造的必经过程,也是衡量人工智能意向性能力的一个更高层次的标志。人工智能的意向性构造具有其内在的技术本体论定位,这种本体论定位决定了人工智能必须符合人类社会追求规范、规则的伦理道德要求,其伦理定位问题是在人工智能技术支撑的基础上发展到更高阶段的自然结果,是一种技术与社会之间关系平衡的结果。人工智能的意向性的出发点是为了维护人类的尊严和价值,必须打破那种技术“价值无涉”的理念,将价值概念植入人工智能意向性构造的整体机制之中,从而在技术进步的整体视野下为人工智能的意向性构造赋予一种全面的、合理的、符合时代要求的伦理规范。The establishment of artificial intelligence ethical“constraint”rules is an inevitable process of the construction of artificial intelligence intentionality,and it is also a higher-level symbol to measure the ability of artificial intelligence intentionality.The intentional construction of artificial intelligence has its inherent technological ontology positioning,which determines that artificial intelligence must conform to the ethical and moral requirements of human society to pursue norms and rules.The ethical positioning of artificial intelligence intentional construction is the natural result of developing to a higher stage on the basis of artificial intelligence technology support.The ethical norms of the intentional construction of artificial intelligence are the result of a balance between technology and society.The starting point of intentionality of artificial intelligence is to maintain the dignity and value of human beings.It is necessary to break the concept of“value-free”of technology and implant the concept of value into the overall mechanism of intentionality construction of artificial intelligence,so as to give the intentionality construction of artificial intelligence a comprehensive,reasonable and ethical norm in line with the requirements of the times under the overall vision of technological progress.
