摘　　要：以间断均衡理论为基础,基于边疆治理视角分析1952-2021年间民族地区公共文化服务政策的变迁过程,可以发现,民族地区公共文化服务政策变迁呈现阶梯式的发展趋向,在政策图景和政策场域的转化下,分别经历了“信息传递”的基础打造、“鼓励发展”的自我提升、“文化惠民”的中央扶持、“服务标准”的“硬”约束等多个阶段的议题呈现。经济社会发展、政府注意力分配、文化堕距规避、民族自治情景共同构成了推动政策变迁的驱动因素,但不同因素的作用机理存在一定的差异。因此,要为边疆民族地区的民众确立更为立体的家国观念,提供多样化的公共文化产品,构筑以中华民族共同体意识为内核的公共文化服务内容。Based on the theory of discontinuous equilibrium,this paper analyzes the change process of public cultural service policy in China's ethnic areas from 1952 to 2021 from the perspective of border governance.The research shows that the change of public cultural services in ethnic areas presents a ladder development trend.Under the transformation of the policy landscape and the policy field,it has gone through several stages of issues,such as the foundation building of“information transmission”,the self-improvement of“encouraging development”,the central support of“culture benefiting the people”,and the“hard”constraint of“service standards”.Economic and social development,the distribution of government attention,the avoidance of cultural distance,and the rational situation of national autonomy constitute the driving factors to promote policy change,but the mechanism of different factors is different.Therefore,it is necessary to establish a more three-dimensional concept of home country for the people in the frontier ethnic areas,provide diversified public cultural products,and build a public cultural service content with the Chinese national community consciousness as the core.
