农民工返乡创业的政策执行绩效与治理逻辑——基于全国23个省(区、市)问卷调查的实证检验

摘　　要：在乡村振兴背景下,农民工返乡创业成为检视乡村人才振兴水平和乡村治理效能的重要窗口。本文基于全国23个省(区、市)2134份的调查数据,实证检验了农户个体特征和基层政府政策支持对农民工创业质量的影响。实证研究结果发现,农户的年龄结构、文化水平以及创业年限对创业绩效具有显著的正向影响。从农民工创业所在的区域来看,东部地区的政策环境和创业绩效要优于中西部地区,性别、婚姻状况、创业形式等对创业绩效的影响并不显著,地方政府的支持力度在返乡创业治理绩效中具有显著的中介效应。因此,政府应提供灵活的差别化就业扶持政策,因地制宜地优化创业政策的外部环境,切实关注创业者的个性化需求,强化中西部地区的政策执行力度。In the context of rural revitalization,migrant workers returning home to start businesses has become an important window to examine the level of rural talent revitalization and the effectiveness of rural governance.Based on 2134 survey data from 23 provinces((districts,cities))across the country,this article empirically examines the impact of individual characteristics of farmers and policy support from grassroots governments on the quality of migrant workers'entrepreneurship.The empirical study found that the age structure,educational level,and entrepreneurial years of farmers have a significant positive impact on their entrepreneurial performance.From the perspective of the region where migrant workers are located,the policy environment and entrepreneurial performance of farmers in the eastern region are better than those in the central and western regions,and the impact of gender,marital status,and entrepreneurial form on entrepreneurial performance in returning home is not significant.The support of local governments has a significant intermediary effect on the governance performance of homecoming entrepreneurship.Therefore,the government provides flexible differentiated employment support policies and differentiated support policies.Provide an external environment for entrepreneurship policies in line with local conditions,effectively pay attention to the personalized needs of entrepreneurs,and strengthen policy implementation in the central and western regions.
