摘  要:水电工程有工程规模大、技术复杂、施工条件恶劣及施工周期长等特性,工程建设中经常会发生非承包人原因导致的工程延期。混凝土的经济指标直接影响了水电工程的投资和成本,混凝土拌和系统的管理和运行是混凝土成本的重要部分,混凝土拌和系统作为水电工程的一个关键性临时建筑,其生产运行的时间和效率跟工程进度有直接关系,延长工期往往会导致施工效率降低,对计算施工效率降低造成的费用索赔如何计算,目前行业内可参照的案例或方法不多。以某二等大(2)型工程电站工程延期引起混凝土拌和系统降效索赔费用计算为案例,对混凝土拌和系统降效人工效的索赔费用计算方法进行了研究,分析研究出了计划人工功效法计算人工费降效的合理性。Hydroelectric projects are characterized by large scale,complex technology,harsh construction conditions and long construction period.Projects are often delayed due to non-contractor reasons during construction.The economic index of concrete directly affects the investment and cost of hydropower projects.The management and operation of concrete mixing system is an important part of concrete cost.As a key temporary building of hydropower project,the time and efficiency of concrete mixing system production and operation are directly related to the project progress.Extending the construction period often results in reduced construction efficiency.There are few cases or methods to calculate the cost claims caused by the reduction of construction efficiency in the industry.Taking the claim cost calculation for efficiency reduction of concrete mixing system caused by the delay of a second-class(2)power plant as an example,this paper studies the claim cost calculation method for efficiency reduction of concrete mixing system,and studies the rationality of the planned labor efficiency method for labor cost reduction.
