摘  要:运营管理绩效评价体系对评定和监管公立医院运行成效具有积极作用。构建标准化与科学化的评价体系能够引导医院保持公益性,优化内部业务管理流程,提高医院的医疗服务质量与效率。基于此,以河南中医药大学第一附属医院为研究案例,将平衡计分卡与PDCA循环相结合,构建具有可行性与适用性的运营管理评价体系。进一步利用层次分析法测算医院运营评价指标体系各指标的权重,并根据医院院级、临床科室以及职工个人设定不同的评价标准,借助考核结果不断调整和完善医院运营评价体系,促进医院自身运营水平与社会效益的平衡发展。The operation management performance evaluation system plays a positive role in evaluating and supervising the operation effectiveness of public hospitals.Building a standardized and scientific evaluation system can guide hospitals to maintain public welfare,optimize internal business management processes,and improve the quality and efficiency of hospitals'medical services.Based on this,taking the First Affiliated Hospital of He'nan University of Traditional Chinese Medicine as a case study,the balanced scorecard and PDCA cycle were combined to construct a feasible and applicable operation management evaluation system.Further use the analytic hierarchy process to calculate the weight of each index of the hospital operation evaluation index system,and set different evaluation standards according to the hospital level,clinical department and individual employees,and use the evaluation results to continuously adjust and improve the hospital operation evaluation system to promote the hospital's own operation.Balanced development of level and social benefits.
