摘  要:持续推进县(区)域内校长教师交流轮岗的深化是实现义务教育优质均衡发展的必要手段。“县管校聘”体制建设的主要目的之一便是使教师从“学校人”转变为“系统人”,为教师流动提供制度保障,规避以往交流轮岗中“选拔机制随意”“归属感缺失”“监管评价失效”等问题。但在实施过程中,从各个利益相关者角度观察,呈现出政策主导者倡议的均衡资源浮于表面、核心利益相关者校长教师在学校层面的双向发展失效、核心利益相关者学生中心的优质发展难以体现等困境。为了提高校长教师交流轮岗政策的实施效果,可以通过政策设计“纵横联动”、培育开放和谐的学校文化、坚持学生为中心的原则等方式来进行优化。It is a necessary means to promote continuously the exchange and rotation of principals and teachers in counties(districts)to develop the balanced compulsory quality education.One of the main purposes of the system construction of“county management,school employment”is to transform teachers from“school people”to“system people”,provide an institutional security for the flow of teachers,and avoid the problems like“random selection mechanism”,“lack of sense of belonging”and“failure of supervision and evaluation”,which existed in the past exchange and rotation practice.However,in the process of implementation,from the perspective of various stakeholders,there are some difficulties,such as unbalanced resources proposed by policy leaders,failure of the two-way development of principals and teachers of core stakeholders at the school level,and the difficulty of presenting the high-quality student-centered development of core stakeholders.In order to improve the implementation of teachers’exchange and rotation policy,we propose the following optimization ways,including the“vertical and horizontal linkage”policy design,cultivating open and harmonious school culture,and adhering to the student-centered principle.
