摘 要:基于问卷调研法从旅客视角研究海关旅检问题,采用ordered probit模型对调查数据进行实证检验,并进一步开展对于提升我国旅客出入境通关满意度的研究分析。研究结果表明:旅客通关知识了解程度显著正向影响海关通关满意度评价,同时会在性别、学历和月收入等个体因素上产生显著影响,但在年龄因素上不显著。研究指出,当前我国居民对海关发布的信息存在极大的信任,海关信息的公开有助于提升旅客对海关的满意程度。同时,我国居民对海关履行本职工作保持充分理解,但对目前海关部门在利民惠民等方面的服务水平有着更高期望。本文建议从丰富政策宣传途径、创新智慧监管方式、优化口岸监管服务三大方面进一步优化现有旅客通关模式。Based on the questionnaire,the survey data were empirically tested with the ordered probit model,and further research and analysis were conducted on how to improve the satisfaction of Chinese passengers with customs clearance.The results of the study show that the level of knowledge of Customs clearance significantly and positively affects the evaluation of satisfaction with Customs clearance,and also has a significant effect on individual factors such as gender,education and monthly income,but not on age.The study points out that there is currently a great deal of trust in the information released by Customs among our residents,and that the disclosure of Customs information helps to increase passengers’satisfaction with Customs.At the same time,China’s residents maintain a full understanding of Customs in performing its duty,but have higher expectations of the current level of service provided by the Customs offices in terms of benefiting the public.We suggest three main areas to further optimize the existing passenger clearance model:innovative ways to publicize policies,innovative and intelligent ways of supervision,and proactive construction of security barriers.
