省直管县财政试点推进了县域基本公共服务均等化吗?

摘　　要：省直管县财政试点对推进基本公共服务均等化至关重要。基于广东2009—2020年县域公共服务支出数据,采用多期DID方法评估省直管县试点对基本公共服务均等化的政策效应。研究发现,省直管县政策显著提升试点县财力,进而促进具有较强地域属性和生产属性的公共服务均等化水平,但政策对地域和生产属性较弱的公共服务影响不显著。基于此,提出应继续推动省直管县改革、完善公共服务事权和支出责任划分的建议。The policy of"county administrated by province"is crucial to promoting the equalization of basic public services.By collecting Guangdong's 2009-2020 county-level public services'expenditure data,time-varying DID method is applied to identify the policy effect of the policy on equalization of basic public services.This paper finds that the policy of direct provincial administration of counties significantly improves the fiscal revenue of pilot counties,which in turn promotes the level of equalization of public services with strong geographical and productive attributes.But the policy does not significantly affect public services with weaker geographical and productive attributes.Based on these conclusions,the reform of direct provincial administration of counties should continue to be promoted,same as to improve the division of public service authority and expenditure responsibilities.
