摘　　要：作为绿色低碳发展的倡导者和践行者之一,欧洲复兴开发银行(欧复行)对其项下运营国的传统能源行业转型发展起到了推动指引作用。埃及于2015年底正式成为欧复行运营国,7年来,在欧复行的全面支持与有力协助下,该国化石能源行业绿色低碳转型出现了诸多积极信号。埃及传统化石能源资源丰富,长期以来其国民经济整体发展一贯对化石能源行业过于倚重,能源绿色低碳转型之路诚非易事。欧复行在与埃及开展实质化合作过程中,在充分考量该国基本国情及具体民情的基础上,将能源投资主要集中于提高化石能源能效、促进新型能源开发以及保障城乡居民饮水安全等三大领域,因地制宜地为埃及能源绿色低碳转型制定了一套有别于其他国别和地区的特色发展之路。欧复行项下其他运营国在与该行合作推进本土能源绿色低碳转型之时,可充分借鉴并稳妥利用埃及相关经验。As one of the advocates and practitioners of green and low-carbon development in the world,European Bank for Reconstruction and Development(EBRD)has played a role in promoting and guiding the transition of traditional energy industry in its operating countries.Egypt officially became an EBRD operating country at the end of 2015,and during the past seven years,there aree many positive signs of green and low-carbon transition of Egypt's fossil energy industry with EBRD's full support and strong assistance.Egypt is rich in traditional fossil energy resources,and the overall development of its national economy has long been overly dependent on the fossil energy industry,so green and low-carbon energy transition is not an easy task for Egypt.During the substantive cooperation with Egypt,EBRD has focused its energy investments on three main areas including improving the energy efficiency of fossil energy,promoting new energy development and ensuring drinking water safety for urban and rural residents based on the basic national conditions and specific conditions of people in Egypt,and has developed a unique development path for Egypt's green and low-carbon energy transition which is dfferent from those of other countries and regions.Other operating countries of EBRD can learn from and make proper use of Egypt's experience to successfully carry out cooperation with EBRD on green and low-carbon energy transition in the future.
