我国构建区域协调发展与共同富裕的机制探索

摘　　要：推动区域协调发展实现共同富裕是我国重大发展战略。以“一带一路”倡议为转折点,我国区域发展战略经历了从效率优先、倾斜发展到兼顾公平、均衡发展的转变过程。借助“一带一路”倡议的实施,推动形成陆海联动、东西互济全面开放的新格局以及区际开放与区域协调发展,实现共同富裕,可避免西部地区成为经济发展的断裂带。中央政府需要加强顶层设计,统筹协调“一带一路”建设与国内区域协调发展,从立法规范、组织协调、载体平台、区域开放、对口援助、资源地与消费区投资开发、利益补偿、社会市场、收入分配与转移支付等方面,构建区域之间协调发展与共同富裕的体制机制。To promote coordinated regional development and achieve shared prosperity is a major development strategy of China.With"the Belt and the Road"initiative as a turning point,China's regional development strategy has undergone a transformation process from giving priority to efficiency and focused development to giving consideration to fairness and balanced development.With the implementation of"the Belt and the Road"initiative,it is necessary to promote the formation of the new model of comprehensive opening to the outside world through the land-sea linkage and the mutual aid between the west region and the east region of China as well as inter-regional opening-up and coordinated regional development so as to avoid the poor economic development of the west region of China and achieve shared prosperity.The Central Government needs to strengthen the top-level design,and coordinate the implementation of"the Belt and the Road"initiative and the coordinated regional development in the aspects of legislation,organization,platform construction,regional opening-up,counterpart aid,the market,income distribution,transfer payment,and shared investments and interests between the resource-rich areas and the consumer area in the process of constructing the mechanism for inter-regional coordinated development and shared prosperity.
