摘　　要：习近平总书记指出,“推动成渝地区双城经济圈建设,有利于在西部形成高质量发展的重要增长极”。成渝地区被中央赋予建设具有全国影响力的重要经济中心、科技创新中心、改革开放新高地、高品质生活宜居地的重要使命。科技创新中心和改革开放新高地是战略手段和实现路径,重要经济中心和高品质生活宜居地则是发展的最终目标。近两年,为了贯彻习近平总书记的相关战略决策部署,重庆、四川两地政府以“一城多园”模式合作共建西部(重庆、成都)科学城,加快打造具有全国影响力科技创新中心的重要载体。西部科学城正以惊人的速度发展,对促进成渝地区双城经济圈建设,引领带动整个西部地区和全国经济高质量可持续发展具有重要意义。本文基于“马阵跨”“板链拉动”等内生经济增长理论,论述西部科学城对成渝地区双城经济圈建设的重要性和必要性,系统介绍西部科学城建设的时代背景、现实状况及其所面对的机遇及挑战,最后提出相关政策建议。General Secretary Xi Jinping pointed out that"promoting the construction of the Chengdu-Chongqing Twin Cities Economic Zone is conducive to the formation of an important growth pole for high-quality development in the westerm region of China".The Chengdu-Chongqing area has been given the important mission of building an important economic,scientific and technological innovation center with national influence,a new highland of reform and opening up,and a high-quality livable place by the central government.The scientific and technological innovation center,and the new highland of reform and opening up are strategic means and realization paths,while the important economic centers and the high-quality living and livable areas are the ultimate goals of development.In the past two years,in order to implement the relevant strategic decisions and deployments of General Secretary Xi Jinping,the governments of Chongqing and Sichuan have cooperated in the construction of the Western(Chongqing,Chengdu)Science City in a"one city with multiple parks"model,and accelerated the creation of the important carrier for the scientific and technological innovation center with national influence.The Western Science City is developing at an astonishing speed,which is of great significance to promote the construction of the Chengdu-Chongqing region's dual-city economic circle,and to lead and drive the high-quality and sustainable economic development of the entire western region and the whole country.Based on the endogenous economic growth theories such as"Horse-mass Crossing Middle Income Trap"and"Plate-chain Pulling Development",this article discusses the importance and necessity of the Western Science City to the construction of the Chengdu-Chongqing Twin Cities Economic Zone,and systematically introduces the contemporary background and the actual situation of the construction of the Western Science City,the opportunities and challenges it faces,and finally put forward relevant policy recommendations.
