污泥土地利用相关标准体系研究--以城镇污水处理厂污泥重金属指标为例

摘　　要：介绍了目前与污泥土地利用相关住房和城乡建设部主管的污泥泥质标准体系、农业农村部主管的有机肥料标准体系、工业和信息化部主管的复混肥料标准体系、生态环境部主管的土壤环境质量标准体系这四大标准体系的历史、组成、核心标准等,以重金属指标为例,阐述了标准体系间存在的不匹配现象,并针对现状给出应用建议,强调应在国家利益的基础上,通过平衡的方法寻求各方关切问题的最大程度解决。Nowadays,there are four standard systems related to land disposal of sludge including that for sludge quality under the charge of the Ministry of Housing and Urban-Rural Development,that for organic fertiliser under the charge of the Ministry of Agriculture and Rural Affairs,that for compound fertiliser under the charge of the Ministry of Industry and Information Technology,and that for soil environmental quality under the charge of the Ministry of Ecology and Environment.In respect to those systems,their past records,constituents,core standards,and etc.were presented.Taking heavy metals as an instance,the mismatching phenomena existent among those standard systems were expounded,and applicable suggestions have been given for the current situation.The resolution of the concerns of all parties could be sought to maximum extents through a balanced approach whilst stressing the national interestsasabasis.
