农村集体产权制度改革的实践逻辑与博弈分析——基于利益相关者视角

摘　　要：农村集体产权制度改革事关乡村振兴大局,对中国农村未来发展具有重大意义。本文基于利益相关者视角,采用典型案例方法,从地方政府、村委会、村民三个层面,进行多维度案例解析,重点分析并考察集体产权制度改革在基层的实践逻辑。结果表明,集体产权制度改革的基层实践既有政治逻辑又有经济逻辑,政府和村庄博奔力量交织共存。在政治逻辑主导下,由于考核要求和村庄发展等因素,地方政府会积极推进改革;在政治和经济的双重逻辑下,地方政府给予的优惠政策、考核标准、村庄自身经济状况等因素会影响村委会的改革实践,且优惠政策因素的影响力相对较高;未分红状态下,村民对改革的认知度相对较低,其参与改革的经济逻辑凸显,且不同村民群体对改革存在认知差异。基于此,地方政府在推行改革时应提高政策的普惠化程度,打造典型的同时应重视资源的均衡利用;适当放宽对集体资产参与市场竞争的管制,壮大集体经济,提升村庄改革获得感;采取差异化的宣传策略,提高村民的改革参与度与认知度。The rural collective property rights system reform is related to the overall situation of rural revitalization and is of great significance to the future development of China's rural areas.Based on stakeholders'perspectives and adopting the method of typical cases,this paper analyzes cases from multiple perspectives,including the three levels of local government,village committee,and villagers.It focuses on analyzing and examining the practical logic of the rural collective property rights system reform at the grassroots level.The results show that the grassroots practice of the rural collective property rights system reform has both political and economic logic,and the game forces between the government and the vllage coexist.Under the guidance of political logic,the local government will actively promote the reform due to assessment requirements and village development.Under the dual logic of politics and economy,the local government gives preferential policies and assessment standards,and the village's economic conditions will affect the practice of villages committee reform.The influence of preferential policy factors is relatively strong.In the state of non-dividend,the villagers'awareness of the reform is relatively low,the economic logic of their participation in the reform is prominent,and different groups of villagers have different cognition of the reform.Based on this,the local government should improve the degree of policy inclusiveness when carrying out the reform and pay attention to the balanced use of resources while building a model.The government should appropriately relax the control of collective assets participating in market competition,strengthen the collaborative economy,and improve the sense of gain from rural collective property rights system reform.The government should adopt differentiated propaganda strategies to improve the villagers participation and awareness of the villagers in the reform.
