中国农村集体经济高质量发展区域差异研究

摘　　要：研究目标:明晰中国农村集体经济高质量发展的内涵和外延,测度中国农村集体经济高质量发展水平及其影响因素对农村集体经济高质量发展的影响。研究方法:选取全国30个省份2004-2018年的面板数据构建了一个相对完整的中国农村集体经济高质量发展水平指标评价体系,使用纵横向拉开档次法测度了中国农村集体经济高质量发展水平,运用面板分位数回归模型分析了五大影响因素对中国农村集体经济高质量发展水平的影响程度和影响方向。研究发现:中国农村集体经济高质量发展整体上波动上升、稳中有进,农村集体经济高质量发展影响因素区域特色鲜明,但是区域农村集体经济高质量发展不平衡现象突出,省际的差别也较大。研究创新:将农村集体经济高质量发展纳入经济高质量发展的研究范围内,丰富了中国经济高质量发展的理论研究;在对农村集体经济的内涵进行再界定的基础上,定义了中国农村集体经济高质量发展这个核心概念,并从内涵和外延两个角度进行了详细解释。研究价值:研究农村集体经济高质量发展对于丰富我国经济高质量发展理论、促进农村集体经济高质量发展、深化农村供给侧结构性改革、优化农村生产要素配置、完善乡村治理结构、提高公共物品供给能力具有重大意义。Objectives:To clarify the connotation and extension of the High-quality development of China's Rural Collective Economy(RCE).Measure the impact of the High-quality development level of China's RCE and its influ-encing factors on the High-quality development of RCE.Research Methods:Select the panel data of 30 provinces and cities in China from 2004 to 2018 to build a relatively complete index evaluation system for the High-quality develop-ment level of China's RCE.Measure the High-quality development level of China's RCE by using the Vertical and Horizontal Scatter Degree method(VHSD).Analyzes the influence degree and direction of five influencing factors on the High-quality development level of China's RCE by using Panel Quantile Regression Model.Research Findings:The study found that the High-quality development of China's RCE fluctuated and improved steadily as a whole.The influencing factors of the High-quality development of RCE have distinct regional characteristics,but the imbalance of the High-quality development of regional RCE is prominent,and the differences between provinces are also large.Research Innovation:Bringing the High-quality development of RCE into the research scope of High-quality economic development has enriched the theoretical research on High-quality economic development in China;Based on redefin-ing the connotation of RCE,this paper defines the core concept of High-quality development of China's RCE and explains it in detail from the perspectives of connotation and extension.Research Value:Study the High-quality devel-opment of RCE is of great significance to enrich China's High-quality economic development theory,promote the High-quality development of rural collective economy,deepen the rural structural reform on the supply side,optimize the allocation of rural production factors,improve rural governance structure,and improve the supply capacity of public goods.
