摘　　要：2020年中央经济工作会议将解决种子问题作为2021年重点工作单独列出,种子问题成为社会各界关注的热点问题,种源"卡脖子"问题得到高度重视。本文针对农作物种业开展讨论,首先通过对种质资源和种源概念的辨析,明确农作物种源概念,在此基础上,探讨了农作物种源"卡脖子"的特殊性,进而对种源"卡脖子"与粮食安全的关系进行了辩证分析,提出要充分利用现有种质资源、加大引进国外种质资源力度、推进国有科研机构改革进程、做大做强种子企业等打好种业翻身仗的具体政策建议。the Central Economic Work Conference in 2020 listed the seed problem separately as the key work in 2021.The seed problem has become a hot issue concerned by various sectors of society,and the“sticking neck”problem of seed source has been highly valued.This paper discusses crop seed industry,Firstly,the concept of crop seed source was clarified by analyzing the concept of germplasm resources and provenance.On this basis,this paper discusses the particularity of crop seed source“neck”,and analyze the relationship between provenance“sticking neck”and food security.Some specific policy suggestions are put forward to make a good turnaround of seed industry,such as making full use of the existing germplasm resources,strengthening the introduction of foreign germplasm resources,promoting the reform process of state-owned scientific research institutions,and making seed enterprises bigger and stronger.
