“大国粮安”视域下加强生物安全保障体系建设研究

摘　　要：生物安全已成为一个威胁人类生存和发展的重大问题。保障生物安全对于保障国家总体安全具有重要的战略意义,对于保障大国粮食安全更是至关重要。一个多世纪以来,世界范围内发生了一系列生物安全事件,给农业粮食产业带来了重大灾难。我国作为一个农业粮食大国,具备多种优势条件,但是保障“大国粮安”仍然面临重大挑战。尤其是农业粮食生态系统在多种干扰压力下严重退化,大量外来有害生物入侵,农业粮食生产面临的生物安全风险尚未得到人们充分重视。为此,必须敲响警钟,采取必要措施,建立并完善生物安全现代治理和保障体系,把农业粮食生态安全系统纳入国家安全体系,强化农业粮食生态安全体系保障,把“大国粮安”建立在牢固的生物安全基础上。Biosafety has become a major problem threatening human survival and development.Ensuring biosafety plays an important strategic role in ensuring the overall national security,and it is even more important to ensure the food security of large countries.For more than a century,a series of biosafety events have occurred all over the world,causing major disasters and harm to the agricultural and food industry.As a large agricultural and food country in the world,China has a variety of advantages,but ensuring"food security"still faces major challenges.For example,a large number of alien pests invade,and the agro food ecosystem is seriously degraded.Nevertheless,the biosafety risk faced by agricultural food production has not been paid enough attention to.Therefore,we must ring the alarm,take necessary measures,establish and improve the modern govemance and guarantee system of biosafety system,integrate the agricultural food ecological security system into the national security system,strengthen the guarantee of agricultural food ecological security system,and establish the"food security of a large country"on a solid basis of biosafety.
