精准扶贫克服了社会力量扶贫的局限性吗

摘　　要：在市场经济中,现代政府的职能是协调市场失灵,填补市场力量无法企及之处,那么精准扶贫是否精准地帮扶到了社会力量的盲区?本文基于CFPS数据,采用多种口径对贫困状态进行测度,利用Logistic和Tobit回归分析模型,从社会扶贫捐助对象的精准性,阻碍社会扶贫精准性提高的因素以及精准扶贫政策对社会捐助精准性的补充作用三个方面进行建模分析。结果显示,目前社会扶贫的资金大体上捐助到了贫困居民,但是拥有居民社会资本更多、处于经济较好地区的贫困户更容易获得社会资本帮扶,越贫困的人获得的捐助金额并非越多,相比之下,国家的精准扶贫政策的实施填补了社会捐助没有触及的部分盲区,让贫困程度更深的人获得了更多的帮扶。The function of modern government is to overcome the imperfection of the market economy.Does targeted poverty alleviation policy aid the real people who was neglect by NCOs?We use a hybrid method to measure poverty,and then we use logistic and tobit regression models to model and analyze the accuracy of social poverty alle-viation donors,the factors that hinder the improvement of the accuracy of social poverty alleviation,and the comple-mentary role of targeted poverty alleviation policy in the accuracy of social contributions.The results show that the funds for social poverty alleviation are largely donated to poor residents,but poor households with more social capital and in better economic areas are more likely to receive social capital assistance.The poorer the people are,the less the amount of donations they receive.In contrast,the implementation of the targeted poverty alleviation policy aid the real people,and poorer people get more aids than before.
