我国优化口岸营商环境的新思考——基于世界银行BEE评估指标的分析

摘　　要：2022年12月19日,世界银行发布了全球宜商环境概念书,概念书描述了其目标、评估范围和方法,包括所涵盖指标及其动机、数据收集方法、试点阶段的推广、地理覆盖范围和基本时间表,这标志着继世界银行营商环境评估体系后,新一轮商业和投资环境评估办法的最终落地,世界营商环境评估开启新篇章。通过对概念书的国际贸易主题评估指标的对比分析,发现该指标扩大了评估范围,除了传统的货物贸易,还涉及将服务贸易、数字贸易,此外,BEE还将数字技术应用、环境可持续性、性别平等指标作为跨主题的内容,纳入评估体系。对此,中国在优化口岸营商环境方面,要重视服务贸易、数字贸易口岸营商环境的优化,提高可持续贸易在口岸营商环境评估中的比重,加强海关在促进性别平等和多样性方面的作用。On December 19, 2022, the World Bank released the Business Enabling Environment Concept Note,which describes its objectives, assessment scope and methods, including the indicators and their motivations,data collection approach, promotion of the pilot phase, geographical coverage and basic timeline. This marks the final implementation of a new round of business and investment environment assessment methods after the Doing Business assessment system, and the opening of a new chapter in the world business environment assessment.Through the comparative analysis of the international trade evaluation indicators in the Concept Note, it can be found that this indicator has expanded the scope of evaluation, in addition to the traditional trade in goods, it also involves the trade in services and digital trade. BEE also includes the digital adoption, environmental sustainability and gender equality indicators as cross--cutting themes in the evaluation system. In this regard, China should pay attention to the optimization of service trade and digital trade port business environment, increase the proportion of sustainable development trade in the port business environment assessment, and realize the role of customs in promoting gender equality and diversity.
