摘　　要：基于新发展理念,构建了包含“创新、协调、绿色、开放、共享”5个子系统24个指标的山东省高质量发展水平评价指标体系。运用熵权法综合评估了山东省2011—2020年高质量发展水平,分析了山东省高质量发展变化趋势及特征。结果表明:山东省高质量发展水平呈逐年上升趋势,各领域均有长足进展,发展取得丰硕成果。其中共享发展、创新发展、绿色发展、协调发展四个方面能力的提高是助推山东省高质量发展水平提升的主要原因。在此基础上,提出了全面贯彻新发展理念、持续提升开放水平、提升公共服务质量、构建区域协调发展新格局、加快新旧动能转换等对策建议。Based on the new development concept,the evaluation index system of Shandong Province’s highquality development level,which contains 24 indicators in 5 subsystems of"innovation,coordination,green,openness and sharing"was constructed.The entropy weight method is used to comprehensively evaluate the highquality development level of Shandong Province from 2011 to 2020,and analyze the trend and characteristics of high-quality development in Shandong Province.The results show that the level of high-quality development in Shandong Province shows a rising trend year by year,with great progress in all fields and fruitful results in development.Among them,the improvement of the four aspects of shared development,innovative development,green development,and coordinated development is the main reason for boosting the level of highquality development in Shandong Province.On this basis,countermeasures and suggestions were put forward to comprehensively implement the new development concept,continuously improve the level of openness,enhance the quality of public services,build a new pattern of regional coordinated development and speed up the replacement of old growth drivers.
