农村耕地污染与资源保护研究——基于公共池塘资源分析的理论框架

摘　　要：我国农业发展在逐渐实现现代化生产的道路上稳步前进,为我国农业经济发展提供了良好的机遇,奠定了坚实的基础,但同时也出现了一系列问题。我国耕地面积在逐年减少,同时伴随着耕地的农药化肥投入量超标引起耕地污染问题。然而,耕地污染成因不仅仅是以上表面因素所致。从深层次上来讲,这些亟待解决的问题是由公共池塘资源的管理制度不健全所致。因此,不仅要健全耕地保护制度,运用农业科学防治技术来减少病虫害,更要从公共池塘资源制度框架的设计上寻找一条可行之道。该文以公共池塘资源的占用及保护方面的相关策略为基础,对耕地污染及应对策略进行探讨,为我国农业、市场经济的发展奠定良好基础。China's agricultural development is progressing steadily on the road of gradually realizing modern production,which provides a good opportunity and lays a solid foundation for China's agricultural economic development,but at the same time,a series of problems have emerged.The farmland area in China is decreasing year by year,and at the same time,it is accompanied by the problem of farmland pollution caused by the excessive input of pesticides and fertilizers.However,the cause of farmland pollution is not only caused by the above superficial factors.At a deeper level,these urgent problems are caused by the imperfect management system of public pond resources.Therefore,we should not only improve the farmland protection system,but also use agricultural scientific prevention and control technology to reduce pests and diseases,and more importantly,find a feasible way from the design of the system framework of public pond resources.Based on the occupation and protection of public pond resources,this paper discusses the pollution of farmland and its countermeasures,which lays a good foundation for the development of agriculture and market economy in our country.
