乡村振兴视域下隆阳区相对贫困治理机制研究

摘　　要：2020年,我国步入脱贫攻坚完美收官之年。在消除绝对贫困的同时,积攒了相对贫困治理的丰富经验。如今,乡村振兴战略视域之下,相对贫困治理成为扶贫工作的主要战场。隆阳区近年来在扶贫治理中取得一定的成绩,但是受到经济、脱贫人中自身发展等因素的限制,目前该地区脱贫任务仍然比较艰巨。部分脱贫户可能返贫、一些边缘农户可能会成为新的贫困户。所以,就需要加强隆阳区相对贫困治理,采取完善农村公共服务保障制度、扶贫与扶志相结合、打造多元主体相对贫困治理机制、完善村集体造血增收机制等措施,建立起健全的相对贫困治理机制,确保隆阳区相对贫困治理工作开展有据可循、有路可行。In 2020,China has entered the year of getting rid of poverty.While eliminating absolute poverty,China has accumulated rich experience in relative poverty management.Nowadays,from the perspective of Rural Revitalization strategy,the governance of relative poverty has become the main battlefield of poverty alleviation.Longyang District has made some achievements in poverty alleviation in recent years,but limited by the economy and self-development of people out of poverty,the task of getting rid of poverty in this area is still arduous.Some out-of-poverty households may return to poverty,and some marginal farmers may become new poor households.Therefore,it is necessary to strengthen the governance of relative poverty in Longyang District,take measures such as improving the rural public service security system,combining poverty alleviation with supporting aspirations,creating a multi-subject poverty governance mechanism,and perfecting the village collective hematopoies is income increase mechanism.Establish a sound mechanism for the management of relative poverty to ensure that the governance of relative poverty in Longyang District is based on evidence and feasible.
